On June 16, 2026, Ajax Council supported a staff recommendation to submit an application for $122 million (2026 costs) in grant funding through the Development Charge Reduction Program (DCRP).

Funded jointly by the federal and provincial governments, the $8.8 billion program is intended to support municipal housing-enabling infrastructure, reduce development charges, and accelerate the delivery of new housing.

I recognize that residents have many questions. However, it is important that we avoid speculation or assumptions about potential outcomes until we have formally engaged with the Province through the application process and have a clearer understanding of the program requirements, available options, and potential implications. Municipalities across Ontario are actively pursuing this funding opportunity.

Through this program, the Town could potentially secure upfront funding for five critical infrastructure projects, including Rossland Road, Harwood Avenue North, and Hunt Street, at a time when development charge revenues have been impacted by slower-than-anticipated growth.

An agreement of this magnitude will come with conditions and risks, including the potential reduction of development charges by up to 50 per cent and municipal contribution requirements. However, staff believe that, at this time, the overall financial impact on taxpayers will be low, as the Town is already required to contribute toward these capital projects.

Council has directed staff to proceed with the application and negotiate an agreement that is responsible, financially prudent, and in the best interests of taxpayers. The objective is to help address funding gaps that could otherwise delay critical infrastructure needed to support new housing and serve existing residents.

Before any agreement is finalized, staff will return to Council in August with the proposed agreement and a detailed overview of the financial implications for Council’s review and approval.

This Council has demonstrated a willingness to explore innovative solutions and take meaningful steps to advance housing while continuing to protect the interests of existing residents and taxpayers.
